how can i get decree of absolute signed

I have read some wher that i can apply for a decree of absolute if my wife does not give it to me, she was the petioner i am the responedent,  also how long do i need to wait for if i want to take matter further by getting the absolute is there a time limited for me to wait for  pls any body can help many thanks
